On February 11, 2015, Trans-Border sent out a notice regarding new pre-shipment fumigation requirements issued by the Australia Department of Agriculture for certain cargoes exported via sea from the U.S to Australia. These rules were implemented to manage and fight the seasonal risk of the brown marmorated stink bug infestations in sea cargo exported to Australia.

The Australian Department of Agriculture has now issued revised measures regarding these pre-shipment fumigation requirements, which now includes revised treatment conditions, (mandatory) and season dates,  as well as a reduction in the range of targeted goods.

The Marmorated Stink Bug is an invasive pest that feeds on high-value crops and is destructive to agriculture. They can congregate almost anywhere, including bookcases, under beds and sofas, and shipping containers. When these bugs are disturbed or squashed, they STINK!

Summary:

From September 1, all used goods in the target tariffs will need to be cleaned and treated for potential stink bug infestations immediately prior to shipping from all U.S ports on or before April 30, 2016. This proposal applies to break-bulk and FCL containerized cargo.

• All new goods in the target tariffs manufactured and/or stored between September 1 and December 15 and then shipped on or before 30 April 2016 as break-bulk or FCL mode would be required to undergo offshore treatment unless subject to alternative safeguarding arrangements approved by the Australian Department of Agriculture.

• All new goods in the target tariffs manufactured after December 1, 2015 and shipped as break-bulk or FCL mode on or before April 30 2016 would require a consignment specific manufacturers new, unused and not field tested (NUFT) declaration which includes the date and place of manufacturer.

We urge the US exporting community whom export any of the listed commodities to Australia via sea mode to review the pre-shipment fumigation requirements in its entirety.  As in all international transactions, we also strongly suggest keeping an open line of communication with the foreign buyers.
